The WHO Global action plan for the prevention and control of noncommunicable diseases (NCDs) 2013–2020 (extended to 2030) is a continuation of the commitments made by world leaders in the United Nations Political Declaration on the Prevention and Control of NCDs. This declaration, outlined in resolution A/RES/66/2, acknowledges the primary responsibility of governments in addressing the challenges of NCDs and highlights the significance of international collaboration in supporting national efforts.

This action plan represents a step forward in preventing noncommunicable diseases (NCDs) in the Region, and in strengthening regional efforts to implement prevention and control programmes for the treatment of NCDs. The action plan addresses six identified objectives to be supported by Member States, WHO and international partners over a 6-year time period covering three biennia 2010–2015.

This document is written primarily for the community of international development partners and those in government and civil society concerned with urgent action to address the rapidly increasing burden of noncommunicable diseases (NCDs) in low - and middle - income countries and its serious implications for poverty reduction and economic development. This document makes the case for urgent action between 2008-2013 which, when performed collectively in accordance with the Action plan for the Global strategy on NCDs, will tackle the growing public health burden imposed by NCDs.
